Head Start Health Manager
Summary of Position,The Head Start Health Manager provides technical assistance, training and resource incentives to parents and Head Start child care staff. This position entails collaborating with local health department staff, other health professionals, community organizations, government agencies, businesses and schools, and other Head Start staff to ensure that adequate training is provided and that site reviews are completed to monitor program compliance with Head Start Performance Standards.
Essential Job Results
Responds to identified needs within the organization and intervenes on behalf of families and staff; provides expertise and support in medical/dental education, health promotion and behavioral risk reduction program activities as needed. Provides information and referral services, coordinating efforts to link staff and families with appropriate community resources.
Contributes to increased provider and parent knowledge by conducting regularly scheduled visits to Head Start locations identifying health needs of children and families using integrated screening system and observations. Provides assessments, technical assistance and support regarding medical/dental education, and health promotion issues, informs Head Start Director, Director of Quality Initiatives, Family Child Care Manager, Home Based Manager, Health Specialists, and Quality Assurance Coordinators of these activities. Promotes parent involvement in all aspects of health programs. Responds to identified needs within the organization and intervenes on behalf of families and staff; ensures the best possible health contacts possible for children and families by providing education, information and referral services, coordinating efforts to link staff and families with appropriate community resources. Develops various educational training materials regarding medical/dental education, health promotion, and behavioral risk reduction program activities, as needed. Provides in-service training and technical assistance for staff and parents, arranges ancillary training and services as needed. Confers with public health personnel, other health professionals, community organizations, government agencies, businesses and schools, Head Start Health Specialists and other Head Start staff regarding medical, dental topics, collects and disseminates information as needed. Expert knowledge and teamwork are utilized to facilitate cohesive efforts to achieve continuous quality improvement and excellence in the implementation of Head Start standards. Collaborates with Head Start Director, Director of Quality Initiatives, Family Child Care Manager, Home Based Manager, Health Specialists, and Quality Assurance Coordinators in the development and implementation of program policies, procedures, and standards which affect the health of program participants, as needed. Immediately reports safety concerns and potential hazards identified at Head Start centers and Family Child Care and Home Based sites to the Head Start Director, Director of Quality Initiatives, Family Child Care Manager, Home Based Manager, Health Specialists, and Quality Assurance Coordinators. Assists with implementation of corrective action as needed to ensure participant safety and compliance with program standards. Ensures program compliance by defining health goals, establishing objectives, determining program priorities and evaluation criteria, and in the annual self assessment as requested by the Head Start Director and Director of Quality Initiatives.
Manages and reviews participant medical/dental records, analyzes data from “Child Plus” database for Head Start program compliance, monthly.
Promotes health and safety practices in the program and coordinates safety and sanitation procedures, first aid, and emergency medical procedures. Reviews submission of medical and dental funds requests and associated Head Start program disbursements for child health screenings as needed for program compliance. Responsible for ongoing monitoring of assigned content area and providing information to the Quality Assurance Coordinators on an ongoing/regular basis. Provides leadership and supervision to Head Start staff in accordance with agency policies and applicable laws including interviewing, hiring and training employees; planning, assigning and directing work; appraising introductory and annual performance; rewarding and disciplining employees; addressing complaints and resolving problems in an effective, timely manner.
Required Knowledge, Skills and Abilities:Bachelor’s degree in Nursing or related Health Sciences field required with two years of relevant nursing and/or medical case management experience. Master’s degree preferred. Written and verbal communication skills required to interact with medical professionals, vendors, and agencies in a professional manner, developing rapport and enhancing business relationships. Knowledge of educational methods and techniques of developing and presenting health education to individuals and groups. Working knowledge of the general organization and function of public health agencies. Working knowledge of current trends and developments in public health, medical sciences, and health care. Knowledge of social, cultural and economic problems and their impact on public health. Current training/certification requirements to teach Infant/Child CPR and First Aid required.

Early Learning Coach
Summary of Position
Provides technical assistance, training and resource incentives to child care providers to increase the quality of care. This position also entails collaborating with other agencies and organizations in the service delivery Area (SDA) of The Family Conservancy that serve parents, children and child care providers, educating them on our services.
Essential Job Results
Provides technical assistance to assigned programs by methods required by funding agencies. Frequency of the on-site technical assistance is determined by the direct support needed and the level of readiness of the program, as well as the requirements of the funder.
Contributes to assigned early learning programs’ quality improvement by providing information and discussion pertinent to the development of the early learning programs’ implementation of NAEYC and/or MoA , Educare or other quality initiatives accreditation standards.
Provides support to assigned early learning programs by using identified organizational interventions documented in the programs’ improvement plans which may include but is not limited to director consultation, training, classroom observations, development of required documents, peer role modeling, coordinating and supporting implementation of mock visits and/or orientation sessions.
Documents the support provided to assigned early learning programs and programs’ progress, successes and barriers by completing consultant report forms after each consultation (phone and on-site), organizing and presenting reports to supervisor in writing as identified and through oral communication during bimonthly supervision meetings and staff meetings.
Maintain certification in Playground Safety Inspection to ensure ability to delivery playground audits, inspections, consultation and training to assigned programs.
Assisting the early education program with completion of the required program descriptions and quality improvement plan and paperwork necessary to receive national accreditation status and/or participation in sustainable quality systems.
Supports assigned early learning programs with available grant processes by ensuring programs’ awareness of the grant opportunity, assisting assigned programs with the grant application process and/or assisting assigned programs with meeting grant requirements.
Maintains The Family Conservancy’s stability and reputation by complying with and influencing the development of educational and accreditation requirements.
Maintains operations by participating in quality and utilization reviews; develops and implements policy or procedure changes as needed.

Capacity Building:
Assists with outreach and technical assistance of qualified participants who are new or expanding their programs in designated areas. Annually and as needed.
Develops and distributes project promotional materials that meet Child Care Aware of Missouri and NACCRRA branding guidelines.
Maintains all necessary records and prepares reports on a monthly basis..
Professional Development:
On a monthly basis, develops, organizes and facilitates (or co-facilitates) a variety of professional development events which support the cadre of training facilitators. Including BKC-EC, BKC-YD, A Place for All Children: Learning About Inclusion, I/T CCOT and SE CCOT.
Facilitates professional development for childcare providers, by providing technical assistance to early education professionals through on-site visits and telephone calls.
Maintains a knowledge base of child development, developmentally appropriate practice, child

Part-Time Infant & Early Childhood Mental Health Specialist
Summary of Position
On a part-time basis, up to 18 hours per week, provides mental health support services and professional development to early learning and other professionals caring for children from prenatal to age five, including assessment of the needs of children and their families and coordination and provision of appropriate services and training. Supports the Kansas Association for Infant and Early Childhood Mental Health (KAIMH’s) overall goals and objectives in the provision of mental health training, social emotional screening, observation, assessment, and consultation services; represents KAIMH and the mental health profession in a positive and professional manner.

Essential Job ResultsConducts general classroom observations at partner sites as needed to support social/emotional development of children.
Consults with partner staff as needed in developing practices that support social emotional development of children enrolled in program. Collaborates with partner site staff and parents to implement strategies that support best practices for early childhood social/emotional wellness. When necessary consultation time will include modeling of practices and support in implementing the strategies.
As referrals are received, provides support to partner sites in a timely manner for mental health referrals to include focused observation, consultation with staff and parents, intervention plans and follow up, and modeling of interventions with staff and parents in order to support children's development and growth. Completes any mental health paperwork on mental health referrals as outlined in procedures.
Provides family-centered, holistic, one-on-one therapeutic support to children that may include assessment, treatment plan formulation, and referrals to community services as needed.
On a monthly basis, performs KAIMH/KEIC data collection and reporting to ensure appropriate services are provided for children and families. Utilizes data tracking system for status of mental health referrals. As needed, assists families in identifying community resources that are available to support mental health well being.
On an on-going basis, collaborates with community partners to ensure integration of mental health services and referrals, and to support consultation provided to partner sites.
Supports the procedures and timeline outlined for the completion of social emotional screenings including scoring, reviewing results, sharing results with partner sites and parents, and contacting parents for follow up on any concerns that are identified using the process outlined in the procedures.
Provides Training and Technical Assistance (T/TA) by telephone and on-site, to family child care providers, center-based teachers and directors, parents and other caregivers, and community stakeholders regarding infant and early childhood mental health and development issues, as needed.
Develops educational materials and conducts trainings in the areas of mental well being, social emotional development, and challenging behaviors. Training will be provided to child care professionals, families and community partners, as requested, and may occur at staff meetings and/or parent meetings.
